ci : add HF_TOKEN to self-hosted workflows (#25706)

* ci : add HF_TOKEN to self-hosted workflows

Pass the HF_TOKEN_CI repo secret as HF_TOKEN env var in the self-hosted
build and server workflows.

Fix the stale build.yml path reference.
